Jon Garland - Chicago White Sox (26 years old)

Jon Garland is officially the luckiest pitcher in the American League. Despite regressing in every way fathomable, he still managed to win 18 games for the second year in a row. His ERA jumped a run, and he strikes nobody out…but…his walks dropped for the 3rd straight year.  And therein lies the secret of Jon Garland...he gets a crap load of run support but manages to keep runners off the bases himself.

38. Boof Bonser - Minnesota Twins (24 years old)

Bonser not only has the same name as Michael J. Fox's girlfriend in Teen Wolf, he's a pretty solid pitcher as well. In his first season as a pro, he had good control and excellent strikeout ratios. His trouble was with the long ball.  At 24 he still has plenty of upside and will start the season in the Minnesota rotation.

39. Jamie Shields - Tampa Bay Devil Rays (25 years old)

Shields is a solid young pitcher with lots of upside.  He has good control and strikes out 7.5 batters per nine. He gave up too many homeruns last season and had an unlucky .313 BIPA. Look to get in on this guy cheap.

40. Bartolo Colon – Los Angeles Angels of Anaheim (31 years old)

Colon missed virtually all of the 2006 season due to a torn rotator cuff.  He says he'll be ready to pitch at the beginning of the season, but the team isn't planning on it.  Rotator cuff injuries are typically tough to recover from, let alone in a short period of time. Colon doesn't warrant more than watching on the waiver wire once he begins pitching again.
