21. Kevin Millwood - Texas
Rangers (32 years old)
With Millwood, what you see is what you get: around 150 strikeouts, 15 wins,
and an ERA in the neighborhood of 4.50. He was much worse at home than on
the road, so draft him with the idea of sitting him for tough home match-ups.

22. Ervin Santana - Los Angeles Angels of Anaheim (24 years old)
Ervin Santana has loads of talent, as evidenced by his strong 2006 performance,
and by the frequency with which his name was mentioned in trade talks over the
winter. The fact that the Angels were reluctant to part with the 24 year old,
says that they think he will only get better. Santana doesn't dominate like his
nominal counter part with the Twins, but he's plenty valuable to a fantasy
owner looking for wins, better than average strikeouts, ratios that won't kill
you.

23. Cliff Lee - Cleveland
Indians (28 years old)
Lee is a left-handed pitcher who was supposed to have pulled it together by
now. His walks have decreased steadily over the last three years, but so
have his strikeouts. If he maintains his current production and never has
his "breakout" season, Lee will be an innings guy who gets better
than average strikeouts and a solid 15 wins every year.

24. Jonathan Papelbon - Boston
Red Sox (25 years old)
Papelbon came out of nowhere last season when called up and dominated at closer as the replacement for the injured Keith Foulke. If he were
closing again this season, his value would be through the roof. As a starter, the
jury is still out. He's a tremendous pitcher, but can he do the same
things as a starter? Bet on it.
